[Scheduled] PIWR - Modification to Email templates for PIWR - 12M and 24M retrospective LOA

The Enrolments team has asked for an update to the email notification that is sent out to students who fall under the 12M and 24M retrospective leave of absence categories in the PIWR process.

This change contains wording change for template and a sql script to batch adding student list be excluded. Phire requests to be applied to production:

1. CS002443 - PIWR - Modification to Email templates for PIWR - 12M and 24M retrospective LOA
2. CS002445 - 12M and 24M RLOA - Insert Student IDs to Run Control Exclusions - January/February 2025 Run
