From Microsoft

Issue ID MO1181369 on https://status.cloud.microsoft/

Current status: Were closely monitoring affected infrastructure where the impacting change was previously applied to ensure the reversion has taken effect and that all infrastructure is brought back to a healthy state. This is occurring in tandem with our efforts to manually rebalance service traffic across the environment to achieve withstanding recovery. Were aware that users may continue to see impact as these recovery workstreams are ongoing, and well provide a clearer remediation timeline as soon as possible.

Update The main portal link is working again

Resolution Microsoft said the issue was resolved at 2.30pm AEST on 30/10.

Preliminary root cause A recent code change inadvertently caused issues when users attempted to access m365.cloud.microsoft or portal.office.com. (14:21 AEST — Oct 30)
